How do you install these - measurements are correct

Great upgrade for the small wheels on the oil filled radiators.-

Installation instructions - they won’t go on far enough to snap in place - measurements confirmed correct - how are installed ?

Have to push the shaft up as far as it will go and the wheels should stay in place.-

Does this have a 7/16 stem hole or a normal 5/16 stem hole? Everything seems to only have 5/16 and I need 7/16
