Q: The yard sparrow fabric states it is pale green. The background color looks off-white to me. Can anyone confirm the background color on this fabric?

Background color is off white. Beautiful fabric.

Q: can this be used to make scrunchies(hair ties)?

I've never made scrunchies, but it is a nice, thick fabric. Thicker than normal.

Q: Is this material suitable for outdoor cushions?

I believe it would be. I ordered because it was under quilting fabric which I asked for in the search. It is not a cotton quilting fabric, but, more like a heavy woven fiber almost plastic like. So, it should work well. I put it aside to use at a later date for a floor basket or out door cushion replacement.
