What is the per-swipe fee?

You get the first card reader adaptor free when you open an account. After that PayPal charges $15 for a new one. The service fee for processing a credit card transaction using the card reader is 2.7%. Without the card reader it's higher. I don't know why but it is.

Will this work with a Windows phone?

I don't believe so. . When I had the lumia 925, windows phone didn't have the PayPal here app. If they developed the app for Windows phones since then, I would assume it would work... look for the PayPal here app, if it says anything about the card reader. Get the card reader from PayPal themselves.. it is completely free.

Can I use this outside of the United States? I live in Costa Rica and this would be so useful.

I believe so since it is connected to PayPal. The Pay Here has the same information as the PayPal account.

I'm in the US Virgin Islands, will this work there?
