Should I use water to wet my hands before applying the soap?

Can this be used regularly on private parts?

Sometimes there are specific reasons why one could not use this on the private parts of the body. I don't know if you are having some kind of surgery and you need to wash the body in preparation for this but this is what is usually used in Surgery for washing the surgeon's hands up to his elbows and any assistants who may need washing. I used it during the first part of Covid to clean my hands after shopping, going out and being exposed to other other than my family. I did not use it as a regular hand scrub. I used my regular soap which I would use on my body if I were preparing for surgery, Dial liquid. I cannot recommend this nor can I condemn it for private parts of the body based on my knowledge of your situation. Thank you for asking.

what is the expiration date on the product that you have in stock/will ship... that i would recieve

I am using a bottle of this product that is 2 years old. Neither that bottle nor the one I recently purchased bear an expiration date on the packaging, nor would I expect to find one. Soap does not expire.

If your surgeon did not give you a bottle to use prior to surgery, this will work just as well. Use for a strong antimicrobial when required.
