It should be sealed for hygienic purposes.
Any item that will used for skin/lips must be sealed for hygienic purposes. It was delivered overnight but I did not bother to use it when it was not sealed. The amount of 99 dollars deserves a TLC and excellent packaging.

Nice product. Its doesn't tingle or burn and has no color. It plumps by smoothing and moisturizing your lips. Regular use results in softer lips. I like to layer it over my lip stain once I achieve my desired color payoff.
