Is there anyone use this to hammer butcher's cleaver to cut beef or chicken bones?

You really should have a heavy and/or sharper cleaver. You could use this but strinking it very much to the side could cause the cleaver to twist. It's a safety concern I would consider.

Would you use this to install plastic wall anchors in drywall?

I wouldn't... To set plastic anchors in drywall just drill a small hole in the sheetrock about the size of the smooth sides of anchor. Some anchors will have instructions ie size hole to drill. You then push in the anchor with thumb. You might lightly tap it with screwdriver handle blunt plastic end. You then set the anchor by screwing in the pedal screw until it snugs up. Don't over tighten. You are done. Good job.
