I would buy this but it is made in China. Why is this made in China?

Because labor is so much cheaper in China. Mine started acting wonky within 2 months of purchase. The seller did give me a refund.

Is not turning on, I don't know why?

If it is new hold down the On/Off button to the left of the display. Turn it over and see the label that says "Please open the lid and remove the insulating paper." That paper prevents the battery from draining before it connects for use. If it is old it might need a new battery.

If I put a bowl on the scale, press tare, then remove it, will it show a negative number? I often remove the bowl for adding ingredients.

You have the option to add the bowl (empty) and zero it out, then add what you want to it and it will not factor in the weight of the bowl.
