I use these name badge holders for my Covid vaccine cards, so I know they hold at least 2.

Will it fit a badge that is 4.5 inches in length?

The compartment that holds the badge has the dimensions of 3 1/2 down by 4 1/4 wide. So, to answer your question, that measurement will not fit.
