are these typically used for pad see ew?

YES. I buy them especially for making pad see ew. They are WONDERFUL noodles.

No package directions, how long do you cook them and do you have to soak them first?

Package says to soak flakes in tap water for 5 minutes, then drain. Add to boiling water, stir well for 3 minutes. Drain and add to stir fry or other dish.

How do you keep them from rolling up into tubes?

I rehydrated rice flakes (not this brand, admittedly) in one layer on a cookie-sheet under a coupple of racks that kept them flat as they absorbed the water. Note that this cookie-sheet has a rim; a very large roasting-pan would do even better. Once hydrated and still flat, they didn't roll-up, though a few stuck a little to the sheet, which a nonstick sheet or some parchment paper ought to fix. Good luck.
