Does this large container come with in inner seal (aluminum) and/or outer seal (plastic), or neither (tight lid)?

It does come with the cardboard on one side and the aluminum looking seal on the other side. It does have the air tight lid hope this helps

has anyone used these for cookies compared to the kraft bits? I am curious if these soften with baking or stay hard?

I don't think so. Fresh marshmallows work best for Rice Krispy treats. These are tiny dehydrated ones most suitable for hot cocoa.
