The 34 refers to the inches at the waist. I had a 39 to 40 inch waist and was ordering the 3XL which has a 36" waist. I would pair it with a long line bra to eliminate a muffin top. There is some stretch so u dont need to have exactly a 34" waist to fit into the 2XL. Hope that helped.
