Does this come with blue or red springs?

Mine came with red, which was what I wanted. You can probably request blue if you really want a light spring.

Can you adjust the height of the push through bar? Do you have the ability to raise and lower the position based on the size of you client?

The brackets come with only three holes. If they don't work, you are out of luck. Good luck on removing the bar. It sticks.

Is the safety strap included?? I hope so for that price

If you mean the suicide strap, it is there. I am not sure what it is for. You have to wind it around the bar numerous times to get the bar up and out of the way. You cannot easily remove the bar once you install it. It is a horrid design. I was left with the bar hanging partly in, partly out, on one side.
