No commercially made helmet will fit a 23" diameter head. However, this helmet will fit most 23" circumference heads.

Hey, what is the size of the helmet in cm? Or at least is that XL?

I'm not sure what an XL hat/cap size is. I wear about a 7 5/8" hat size which is about 19.4 cm; and this helmet fits me just fine.
