Nope this is just the spring kit, you need to order the complete kit with pump or have your own, This works find if you want to use a compresser, it works as standalone bags that can be filled by a compressor with no added hardware.

Does this mount over the leaf springs

The 57204 mounts from the frame to the axle. It does not mount on the leaf springs.
