is this a locking zipper?

It doesnt lock, but tbh it is a perfect gadget for replacing broken zippers

i have an awning zip which has a 10B number on ziper will this zip repair be ok to use

Hi when you say measure the zipper do you mean both sides or just one side

Both sides. Measure the outside width of the meshed teeth at a point where the zip is closed. The inside dimension of the shoulders on the zip slider mush fit reasonably snuggly over the closed teeth. If the shoulders are too narrow the slider will not slide along the zip. If the shoulders are too wide they will not push the two sides of the zip together.
