Hi there. The couplers that connect the arm to the ball are metal. The Tablet cradle itself is automotive grade abs, as well as the knobs but everything else is metal.

Would this fit a proform threamill?

I am not familiar with this treadmill so I can not say for sure. If there is a flat location that is safe to drill without doing any internal damage and your tablet fits within the specs, then it is possible.
