Is it 30 amp? why does the image shows 20,

I clicked on the link and it takes me to a 30 amp breaker. Part # is Q130. Picture is probably generic for all breakers of that style.

What is the reaction time of the circuit? In other words, how long does an overload take to trip the circuit?

will this fit a Siemens F2596?

While it technically will fit all but the special bars designed for the mini-doubles, it's usually best practice to just order the brand that matches the panel. There's hardly any difference in cost between brands. Yea this Siemans breaker should fit your panel. The question I have is why would you need a single pole 120-Volt breaker? It cannot be connected to serve anything smaller than 10-gauge wire. I used one to feed a 2-HP air compressor for a customer who kept tripping the 20-Amp breaker upon start-up, and ran a new circuit in 10/2 w/G.
