Will this reach the bottom of a 6.5 gallon carboy?

Yes but keep it out of the slug in the bottom that is waste and tastes bad if you pick it up

What is the outside diameter of the outer siphon assembly? I want to make sure it fits through my carboy opening.

I have the standard six gallon glass carboy and it fits in there.

Can this siphon olive oil?

I would think so. I used mine to transfer transmission fluid, worked well. Hope this was helpful
