Q: Are the sections of pins on either side of the power rails already connected to the analog/digital headers?

Yes there is a row of pins that are respectively connected to each header pin and then the matrix of pins in the center are not connected to anything. You have access to each pin to solder a wire or component and can still stack another Arduino shield on top if you like.

Q: How do you use the extended power rails? Do you need to solder hot or ground to the "power"?

The power distribution rails, which you can see in the lower left of the current product image, are already connected to +5V and ground header pin holes via PCB traces. A great feature.

Q: is there a drawing for use in my circuit diagram?

These boards just provides convenient connections to the Arduino Board standard I/O pins. It provides places to solder down your components and wire. The circuit is up to you, there is no circuit diagram.
