Are substitutions permitted? Would like to buy the three pack but want to exchange the guajillo chiles for cascabel chilis. Thanks

Absolutely your satisfaction is our highest priority. If you would please reach out to us through your Amazon order link and we will be happy to help you. Thanks for your question.

I'd like to make Texas style chili and am wondering how spicy these are on average? I have little guys to feed and don't want to burn their mouths.

I would use peppers like these to make a paste that you add into your texas style chili to taste (lime juice will calm it down a little) but id say they're more flavorful than spicy. Beware though, I ordered these and they included larvae and webs inside 😶 so I recommend another brand unless you like eating bugs

How can i get a replacement pasilla chilis due to small bugs?

The "bugs" you're referring to are a completely natural and harmless occurrence. Just cook with the chiles as usual. I know that sounds weird but those are the facts.
