Yes, you will need to spray a heavy layer, shape your fabric, then allow it to dry.

Can this be used to stiffen the brim of my hat??

Yes, you will need to spray each side heavily. Place the hat in a position to dry the way you want it to be shaped. I would recommend that you begin with a dry hat. Happy stiffening!

Can it be sprayed on paper

If you spray far enough to not soak and damage the paper, I think you can. We have not done this before but I'm sure it's possible
