Is 5-50mm a reasonable range for Google Hangouts. I.e., as a 'super-duper' web cam?

This is a really good camera and can also double as a low power "poor man's microscope" because it can focus in close. It's best attribute is the 50mm focal length, which is really good for long distance shots. Web cams typically have wide angle lenses, which this lens is not. But since it's a standard C mount you can swap the lens out for a lower focal length one with maybe a fish eye lens to cover an entire room. As-is, it is a really nice camera and lens setup. If you go swapping lenses, try to limit the ingress of dust and don't touch the sensor or optics.

Does it work with chromebooks?

It is a basic usb webcam with a variable lens so it should work with any system that has usb ports.

How do you access settings on this camera? i need to adjust the frame rate to eliminate flicker caused by fluorescent lighting. (note: mac os 10.15.4)

I have had difficulty with doing this so I would say no. The settings window is the default "contrast & brightness & color" affair, nothing detailed.
