Can i mix this light with my kind led xl750 in my 4x4 tent?

Yes you certainly can. The 4000k spectrum will help on raising quality of you plants with better resign production. With time you can use 2 HLG100 to replace xl750 with less heat, no noise and way less wattage usage. I strongly recommend you make the replacement.

Can I use a 2 pin I/O extender cable to extend the cable from the board to the driver, allowing me to hang the driver outside a tent?

I think that that is possible because you have to put the driver on the top of the board.
