How do I know when it's fully charged??

There is no built-in battery, it needs to be plugged in to keep it working.

Can night vision be turned off? Or can the lights be turned off?

Dear trent arceneaux： The lights cannot be turned off，but you can turned off “night vision” in the app (Click "Infrared" button ,then choose "Infrared close" ).
