Q: Will this product be okay to use as primer over my spackled sanded repaired drywall before I paint?

Should be fine. The spackle May absorb some of the kilz, so it may need hit a second time. Other than that it should do just fine.

Q: We primed and painted laminate cabinets in the bathroom. It's obvious it's going to peel once scraped. Will this work to protect that from happening?

Yes it will work. I painted wirh acrylic paint. Just make sure you put at least 3 coat of polyurethane paint. My lasted dor a while. That was my only mistake. Now i have contact paper by Ez fauz sold on amazon.
