The 10-inche, it is just the blade, o with the handle?? what is 10 inches measured front to??

Knife measurements refer to the blade. These reviews and question answer sections usually encompass multiple iterations of the same knife, as such you should filter the results to only the product you're viewing to get the most germane information. Owning the 10" Fibrox, the knife is not too large, if anything it's about perfect and would due the same tasks a 8" chefs knife can, but also provides longer blade for more smooth cuts to larger food items, like slicing steaks, roasts, etc. I'm 5'7" male, to put the knife-person ratio into context.

What's the tang situation with the Victorinox? I'd like to know if the metal goes all the way to the base of the handle.

No, about 3/4's of the way. With this handle type, full tang is not important.

what angle is the blade for sharpening? 15 degrees or 20 degrees?

From what I could roughly measure (caliper and trigonometry), the original edge relief ("back bevel") is around 14 degrees in mine, and the blade is quite thin already at the start of the relief (0.44mm), so it is easy to go without a bevel+back bevel and sharpen at 15. You can however work with a microbevel at 20, quickly retouching between resharpenings.
