Could these be painted? I'm wondering if I could use them in a classroom by painting them and letting the kids decorate them.

The paper is pretty thin, it could get warped with the moisture. I used them for kids craft project with markers, stickers and glitter glue

Will the 5x7 frame hold a 4x6 photo seeing that the 5x7 frame states it has a half inch edge?

It will accommodate a 4 x 6 photo IF the Photo has a small margin around it. I had to go to photoshop to make my photos 3.75" x 5.5", then add a border to make the dimensions of the photo at 4x6. Otherwise, you lose too much of your photo. I then taped the 4x6 onto a piece of 7x5 paper, and the photo fit the frame without losing so much of your pic. I had to have my whole batch reprinted. Wish I'd known, as 4x6 photos are much cheaper than my original 5x7s! UGH!
