does it work on chrome?

Don’t know why it wouldn’t. Stops corrosion on all metals and leaves an oily film to prevent new corrosion from forming. It does not remove corrosion itself of your trying to clean rust off say a bumper.

Will this harm plastic if I am spraying steel/metal and get overspray on the plastic on ATVs?

It's essentially a lubricant so it should not hurt any plastic.
