They are not in pairs. I had to buy two for making earrings.

Will these fit onto a charm bracelet? Like a snake chain?

our charm has a small hole, also have Jump ring, after you DIY, you can wear it on your hand

is the material gold fill? Is it resistant to water?

It is gold colored. It can resist water, yes, but if it's worn constantly it will lose some, or all, of the gold color. The other colors are baked on enamel, and resistant to water, and fading. Hope this helps!
