Is this bench sturdy and steady bring that it’s a foldable design? I’m concerned it may be wobbly or unsteady?

This bench is extremely sturdy. You would never know it folds up. I us it at a hunting ranch for guys to have a spot to take their boots off...it will comfortably seat 4 "pleasantly plump" men with no difficulty. Very pleased with the quality. Minor assembly is required.

Is this bench short? 12 inches seems low to the ground??

12 inches is the depth of the bench. The seat height is normal height.

Can it be used outdoors ?

Yes, in a covered area. I added multiple coats of polyurethane to mine and placed it on an outdoor covered porch. It has been there for over a year now and done very well.
