Can i have it without the aluminum on top? Or is it removable?

No. Comes attached to wooden top.

Can this be assembled without the bottom shelf? I'm looking for a cabinet to hide my EV charger that is attached to metal poles stuck in the ground.

Yes. The bottom shelf just sits in frame and is not attached with screws and doesn't appear to have anything to do with the stability of the cabinet

Will a standard propane tank fit beneath the shelf?

Standard size of propane tank is 24 inches high by 12.5 inches - so yes it would fit if you do not install the middle shelf
