Q: Can these work without putting an inhaler in it?

No. The inhaler has to be inside of it.

Q: Is there an instruction manual? I did not get one

Q: what am i doing wrong? i never see the flap move? im not sure my cat is getting the medication

The flap doesn’t need to move. You do need to count about 10 breaths of your cat - try to watch their rib cage moving - that makes it easier to count

Q: Is there a source for replacement "blue flags"? One has disappeared.
