Picture says ita 21" in diameter but dimensions say 28", which is it?

The diameter inside of the dome is approximately 21" but the dimension from the outside edge of the flange (that mounts to the floor) to the opposite outside edge of the flange is approximately 28". Hope that makes sense.

Both. The outer flange is 28", which will cover your sump pit. The cover in the middle (the round disk with the holes) is 21". It should fit perfectly over your pit.

Can it fit 3/4 inch pipe ? Do you have rubber seal for included?

It has no threads so you cannot screw a hose or pipe. It’s strictly to be used as a drain hole.

I have a pit dia is 19inch and dirt floor how do I make a tight seal

If you don't have a concrete surround for your pit, you would have to build one as a first step. Simply excavate some of the dirt around the pit, build forms to create a floor area larger than the cover, and pour some concrete to create a flat floor area around the pit.
