Is this like the older stuff that was discontinued (in a blue bottle) that could be used as a paint/iron decon alternative?

Yes it can, but really doesn't show any color changes on the surface of the paint. When this cleaner comes into contact with brake dust it does turn a little red. It has a better smell too when using it than other brands. I mainly use it to clay the surface of my truck to provide a catalyst for my clay mit to glide over the surface of the paint to remove any contaminants. It works fine for me and does a good job in my opinion. You'll just have to try it for yourself to see if it works for you. Hope this helps
