What do you mean "pull down on the knob. it should move 3mm (1/8") or so. then it will be very easy to turn.". how do you pull down on the knob?

The knob can lock in place to keep your setting. You simply pull the knob away from the valve to unlock it. Most users will install with the knob pointing down, hat is why they said pull down. Very good product, you will like it.

Can the oil supply cup be removed when oiling is not required for use with a plasma cutter?

No, it cannot, there. is air air pressure through the unit any time the supply is on. If you’re talking about just the oil cup, you could clean it out and and re-install to to use with a plasma cutter. Good luck!

Ok, so are you supposed to add water to this filter? I'm a little confused about how this is supposed to work.

No you are not supposed to add water. The clear part on the bottom of this regulator is to collect moisture in the air running through it. You then press the brass release on the bottom to drain any water that is collected.

Can I use it for my airbrush work, t shirts , hats etc?

It will take 125 psi air and dial it down to 0 psi. I needed 2 to 5 psi for my application. I would think it would work.
