This is just the cover. But if your asking about the actual BOB can use either. Easier with water.

Q: What is the diameter of the item?

By item I suppose you mean the item being covered by the protective outdoor cover? It is a punch dummy with a rough diameter of 123-124 cm at the shoulders. The base of the dummy where you pour the sand or water is about 173cm in diameter. The protective cover does not completely cover the base which really doesn't need protect being made of tough plastic material.

No, it's water resistant. The label even says so. I would definitely not leave bob outside in this unless it was under a covered roof. I only keep the base in here and always have a couple of mm of water in there when it rains.
