How do you wear this as a boot knife? Is there supposed to be a clip or something for the holster?

I don’t think it can be used as a boot knife. Mine has an elastic band that I wear around my arm , vertically on my rib cage with the clip fastened to the waistband of my pants. If you wear it under shirt it can be quickly deployed but can’t be seen. Hope this helps. Calling it a boot knife isn’t really true unless you just stick in your boot top.

Strap has It has a suspender strap that attaches to your belt/pants then the two loops go on your shoulders

How do I use the strap as a bootstrap?

You really can't. Its a shoulder holster.

I bought this because of the shoulder harness & - no instructions/no youtubes... will the vendor please explain how to use the shoulder harness??????

There are YouTube videos on it to help. It just may not be this identical knife but one similar.
