Q: Did they ever add new coolant to the loop and fix the pump failing issue? I want to purchase one but those two are the only things holding me back.

I have contacted Enermax customer support to find out myself, and they said they have addressed this issue in the II series. I am waiting to purchase one myself for my 1950x.

Q: Would this work well with an i9-9900k?

this is for TR4 socket, so unless you have a bracket adapter that would let you mount it you won't be able to use this.

Q: I own a tr-1950x with an asrock taichi x399 motherboard (fully populated ram slots) and am curious if this would fit or not?

Yes. It's less than the depth of any standard width GPU which typically dictates the minimum depth from side to Mobo.
