One pair- I believe the '2' refers to the size, not how many pairs.

would these be soft enough and cover enough of the hoof to help with my horse from scratching open his belly from kicking the flies?

they are soft enough and long bell boots but I think they would slide up when kicking flies and wouldn't help. I would get a fly sheet with a belly band so that he couldn't open sores on this belly when kicking. I would buy again if I needed bell boots
