You will have to measure around your chest below the breast, then around across the nipple to get the right size. The chest is band size and the difference is how you find the cup. 1in is A 2 B and so on

Yes. The band of this bra runs small. I was just measured at a bra shop and ordered accordingly and the band was so snug I had to buy and extender. The cup fit perfectly though. I hope this helps.
