Can you hook a drain pump to this when no floor drain present?

I’m sure you can. You’d need some kind of a sump and lift pump to drain melted ice into. Fortunately mine drains by gravity outside.

Can this ice maker be installed outside?

You can install it outside as long as it is not directly in the elements (sun, wind, rain, etc) Make sure that it is installed near a drain or get a pump for it.
