Q: This says “self regulating” does that mean there is some type of thermostat to disable power in warm weather?

There is no thermostat in HEATIT JHSF1-CT. Self regulating heating cable means that the cable output will adjust automatically based on the ambient temperature at each point along the cable. The colder, there are more conductive paths in the conductive core, the higher the heating cable output and the cable generates more heat. The warmer, there are few conductive paths, the lower the heating cable output and then the cable generates less heat. Is there any question, please feel to let me know.

When the ambient temperature is 65 degree C, the cable output is close to 0. There is no damage to pvc pipe even there is no water.

Q: Could this be used inside a pvc pipe filled with water to keep it from freezing? i am wanting to make a freeze-proof chicken waterer.

Its rated to be outside in the weather but its not meant to be fully submerged. Overtime the casing on these things can crack. It's meant to lay over the top of a pipe but you can cover it in a foam insulation that's perfectly acceptable.
