Q: Do these have both high and low beam functions?

NO! They do not. I learned this the hard way when I installed them as high beams for my 2008Lexus 570. The high beams run as soft daytime running lights when not used as highbeams. When the auxbeam F-16’s were installed as highbeams, they would turn on or off sporadically, day and night. As regilr headlights on three cars so far, they work phenomenally, ideally.

Q: Do I have to install the oem rubber boot on rhe back of my headlight when I install these? My car is a 2008 Highlander

YES. Failure to do so will result in condensation in your housing. If it doesn’t fit. Measure opening in housing (in mm) and our chance extended boots from TheRetrofitSource.com

You and the 20k other people should seriously stop questioning and instead look in your drivers manual for the bulb type, or simply pull your bulb out and match it with a h chart.
