Do dogs hear it?

It doesn't bother my 2 dogs any.  So far this device does seem to keep mice away. However once the colder winter months come along the mice may become more desperate. Further time will tell???

Will this keep cats away from my car cover.  The are destroying it by scratching it

It works and will keep cat away too. Please make sure the device faces the directions where cat usually shows up. Multiple devices are highly recommended to cover   your whole vehicle.

If i want to use this in my attic, what is the source of energy?  what type of batteries do i have to use?  is the hook up complicated?

This particular brand and model (Under Hood) requires AA alkaline batteries quantity of 3 per unit.  You can also get this brand that uses quantity 2 "C" batteries, and it will last up to 60 days.  This latter one is for indoor use so would be a better option than the Under Hood unit.     Finally you can buy other "under hood" brands that have wires that connect to a 12V automobile battery.   But you could connect this to a portable rechargeable 12V battery source.   The problem is that because these under hood units will be in your attic where there is no motion or vibration, they will run 24/7.  Manufacturer for this Glaobule  unit says the AA battery operated unit will last 4 weeks then you will have to replace the batteries.  When in a car the vibration shuts the unit off, then back on when the car engine is off and parked, so it doesn't run all the time.  This means, theoretically, in an attic it would drain sooner than 4 weeks.   My recommendation if you have a power source in your attic like a light or electrical outlet, would be to use an indoor ultrasonic repellent device vs one that you use in a vehicle.   If you don't have an outlet but only have a light source you can install a "lamp holder with an electrical outlet" (sold at hardware stores or on Amazon for about $5-$7).  You can then use the outlet to power indoor pest repellent units and not have to worry about checking and getting up into the attic to replace batteries.

How does this keep mice out of my car while it's parked?

The unit emits a combination of random ultrasounds and LED flashing lights to deter rodents from entering your vehicle engine compartment.    The units operate when the car is not running (i.e. parked) generating these random ultrasounds and flashing lights.  The high pitched ultrasounds (most humans can't hear) causes auditory distress and the LED strobe lights target their eyes, creating a hostile environment under the car hood for these animals to  live and hopefully forces them to move on.  When there is vibration (i.e. car engine running & moving), the unit shuts off to save battery life.
