Q: Can I plug this into my think pad while I am using it and will it charge the battery on thego?

No the battery has to be fully removed and this charger is powered by the same adapter as the laptop.

Q: Does this work with the t480? and does it come with the ac adapter for the unit?

I have seen on internet the battery for T480, and the unit should work with the battery from T480. The unit(external charger) USUALLY DOES NOT COME WITH AC ADAPTER! You need old AC adapter with ROUND END. The unit can work with 65W and with 90W AC adapter with ROUND-CURCULAR END. Sorry for my weak english, I am come from Slovakia.

Q: Wil this work for a thinkpad e14 20ts 2nd gen?

Looking at the specs of the Thinkpad e14 20ts gen2 it has an internal battery. Unless it has an extra plug in battery you can easily swap then this is not for you. We used one for a Lenovo Thinkpad T470. Which has an internal battery and a second plug in battery, so we could charge up extra plug in batteries to get very long battery run time.

Q: Lenovo's website suggests only 65w or 90w bricks work. can the 170w brick be used?

In theory 170 W power brick should work fine. But please be aware, that 170 W power brick's end piece must be round! Some 170 W power bricks's end piece is angular - it looks like the USB cable. The 170 W adapter's end must be round. But it is still possible, that internal logic circuit in external battery charger may refuse your 170 W adapter. Try it and you will see, if 170 W adapter will work or not. If 170 W adapter will not work, then I recommend to buy cheap 65 W AC Lenovo adapter. You can buy it on amazon for 13 USD. But please be aware that 65 W adapter's end must be round not angular.
