Q: Do i have to have a honda generator to plug this in or can i just plug this into a 110 wall outlet?

Do not do that ! That cord is for a 12 volt DC outlet on the generator. You will not be happy plugging it into a 110 AC outlet. JUST DON'T !

Probably could, jumper cables are a bit exaggerated , a soldered extension cable of a larger capacity would work. Remember the longer you go, the more power you loose.

This cord is made for charging your battery up with small amount of voltage over a longer period of time. What I think you are wanting is jumper cables to start your car? This small cable is not used for that application.

Q: Is there a way to use a Cigarette plug charger on the DC side of the generator

While you could use the alligator clips to connect to the plus and minus of a cigarette lighter connector, I would worry about the excessive amperage from that connection. Remember, that DC output was designed to charge a battery. Instead, plug a power strip into the AC side, then plug your charging transformer into the strip. That way the transformer will regulate the output voltage and amperage at the same time, protecting your devices. The inverter technology will also “smooth” the output, eliminating dangerous voltage spikes.
