Q: Are the materials natural..cotton and rubber? Looking for something polyester free?

It says it’s made out of cotton.

Q: How does this hold up over time? Does it rot and get dry/crunchy?

If anything, it will get looser and lose elasticity. But that is a long time. My experience is that it holds up as well as other types of elastic.

Q: Has this been chlorine treated?

Yes, supposedly! Working fine for me!

I'm not sure but I really like the swimwear elastic. It doesn't seem to wear out. I have been using on items I have made 8 years ago, have been washed in dishwasher oven and are like brand new
