Q: Is this chair ok for a 5 foot tall person or is the seat too deep?

It is not too deep. My wife is 4'11" and she is comfortable it in.

Q: Would it be a good chair for me to sit at my desk playing games, doing homework, and watching videos? Is it high enough? comfortable typing?

I don't think it would be a good desk chair unless your desk is pretty low. A standard 28 - 30 inch high desk is probably going to be too high for this. It doesn't have height adjustment so you'd be much better off getting an actual office chair. As a lounge chair for reading / watching tv it is very comfortable and nice.

It depends on the size of the person. If you are somewhat small in stature then it is perfect and very comfortable. If larger it is still comfortable but the elbow will be too high.
