Q: Is this bag large enough to hold a 13" laptop in the main compartment? And could it be fitted to a front rack on a hybrid bike (Ridgeback K4)?

1. I am sure it would fit your laptop. The measurements for the side bag are: W 31cm; D 6cm minimum (and has an expansion gusset); H 32cm at the front, increasing to 42cm at the rear. 2. I don't think you would be able to fit it onto the front of a bike, as it has a bespoke bike rack that you also need to buy separately. This has a channel for the base of the Trunk Bag to slide in to. However, when I bought mine, there was also a Topeak Trunk Bag of the same design that is held on with velcro straps, where you can use any rack. I avoided this when purchasing as the straps did not get good reviews for their longevity. Note - it is worth checking the Topeak website to ensure you're buying the Trunk Bag with the correct volume. There are two different 'volumes' and mine is the larger one. The dimensions would be different for the smaller.

Q: Does this topeak pannier have a velcro mounting?

No, the Topeak with the yellow clip at the front is the version with a rigid plastic base that slides into a matching pannier rack (I have this type, and it is good, but it means buying the bespoke rack as well as the bag itself). When I bought mine, the version of the Topeak bag with velcro straps got poor reviews, in that the velcro tape attachments didn't last long

Yes. The side bags are not perfect rectangles, but they aren't far off. Smallest sides are 36cm tall, 28cm wide and 6cm deep. For items of any significant weight, I recommend a rack that has fixed sides - to prevent the bag sides swinging into the rear wheel (using the elastics fitted may not provide sufficient stability).

Q: Hi. Can you fit an A4 hardback notebook/diary in it laying flat? Are there straps to secure the product to a standard rear cycle rack?

Unfortunately this will not be big enough for an A4 Book laid flat. I would suggest looking at the Altura Urban Dryline Briefcase or something similar, although no specific to horizontal rack use they may be adaptable.
