Can ME40 supply hot for two minutes until the hot water from my gas heater arrives and then some kind of valve switches the flow  to gas hot water?

Although I cannot give you a straight-forward answer (there are too many variables), you can use my methodology to determine if your setup will work.  I have a similar dilemma:  My main GARAGE hot tank has +/- 50 feet of pipe distance before hot water actually reaches the shower faucet on other end of house.  I wanted instant hot water; the practical solution was to install this unit near the SHOWER and the water SUPPLY to the Camplux ME40 is HOT from the main garage tank.  Ok, stick with me here:  The hot water exiting the faucet (initially) is furnished by the Camplux reservoir.  The water entering the Camplux at first is cold, due to the volume of water inside pipe running thru my attic.  However, the hot water from garage heater "chases" behind the cold water, and after a while hot water (from the main tank) displaces the cold water (in the pipe), and continues to flow into the Camplux.  No mixing valves or fancy setup needed.  As hot water is consumed during a long shower, the Camplux is re-filling itself with HOT water from the main garage tank.  Problem solved.  It's not an absolute perfect setup; a slight water temperature difference is noticeable half-way thru a long shower due to roughly 2 gallons of attic pipe cold water intermixing in Campux reservoir, but not a big deal.........Really.
Now, in order to find out if this setup works for you, you have to do some math:  In my setup, I have +/- 50 feet of half-inch pipe in attic.  Doing basic geometry math and google volume conversion, it's roughly 2 gallons of water in attic pipe.  (I'M ESTIMATING Here.  No need for rocket-science accuracy, ok??)  Volume in a pipe is Pi x Radius (squared) x Depth.  Keep all units in inches.  3.14 x 1/2 (squared) x 50 x 12.  (The 50 ft x 12 allows inches equivalent).  This equals roughly 471 cubic INCHES.  Google volume conversion says 471 cu.in. = 2 gallons.
...well, the Camplux has a 4-gallon capacity.  When the thermostat senses the initial cold water entering, the heating element turns on helping to reheat the reservoir until HOT water starts refilling Camplux. ......and as stated, the temperature fluctuation is barely noticeable.  But remember, HOT water eventually displaces the cold water in attic pipe; eventually, the Camplux is fed HOT water and the heating element doesn't have to "work so hard".  (I know, I know.... heating elements are either "on" or "off" and I know the small Camplux heating element cannot instantly cope with 2 gallons of cold water entering.  .....but stick with me, ok??)  Hot water exiting the Camplux to feed the shower stabilizes after about a minute, for those who are extremely picky about their shower temperature.
I have my main garage tank (it's a tank-LESS, by the way) set at 109 degrees (F), and the Camplux at its lowest heat setting.  .....works great for me.
PS:  I could've just installed a small Tank-LESS heater near shower and fed it cold water.  But I didn't feel like running expensive 6-gauge wire, adding another 2-pole breaker, etc etc.  I DID, however, add a dedicated 20-amp single pole breaker and ran 12-gauge wire to the Camplux.  Every setup is unique.  I'm just sayin' my setup works perfect for my conditions.  Good Luck !!

Does this plug into the wall or need to be hard wired?

Can this be used outdoors for an outdoor shower?

It's for indoor used, and it only can provide hot water to 2-3 sinks , not enough for an shower. But if you make sure to keep this unit out of rains and sun shines , it maybe can be used in outdoors, like backyard.
